SAMR and CNCA have issued the Implementation Rules of Compulsory Product Certification – Automobiles (CNCA-C11-01:2020, referred to as the 2020 Implementation Rules) on April 16, 2020. The 2020 Implementation Rules will mainly bring about the following changes:
- Facilitate certification implementation and result acceptance, and reduce institutional transaction costs in the automobile industry.
A new CCC certificate may be issued to car manufacturers with a valid CCC certificate before setting up a new plant or moving, and the factory inspection can be completed within three months after the certificate is obtained.
According to the needs of enterprises, certification bodies can intervene and implement the certification at the conceptual design of different types of automobiles, affirm the conformity of the product by means of evaluation, verification and witness testing, and accept the result of the design appraisal as that of the type test.
- Reduce the existing 30,000+ CCC certificates of automobiles
Currently, CCC certificates are issued according to the units of products, while the 2020 Implementation Rules will allow to issue certificates by product series. Both approaches can be freely selected by enterprises, which makes CCC automobile certification more flexible and reduce the existing automotive CCC certificates of over 30,000.
- Reduce the parameters in applying for CCC certification by 40%
For the same series of products of the same automobile manufacturer in different places of origin, partial testing results can be regarded as the same in the type test, which will help reduce the economic cost of enterprise certification and testing.
- Clarify the quality responsibility of all parties to ensure the quality and safety of automotive products.
Under the premise of ensuring product quality and safety, the 2020 Implementation Rules will add self-commitment of enterprises to the partial type test items in automobile testing. At the same time, according to their importance, the certification parameters are divided into three categories: A, B and C, among which category C parameters are independently managed by enterprises and should be filed before the factory tracking inspection.
The 2020 Implementation Rules will further improve and implement the main responsibility of the designated certification body to the certificate. The certification body may, on the premise of assessing the ability of the certification consignor and the overall risk of the certification product, select the specific implementation method according to the requirements in the relevant processes and links. Meanwhile, the certification body shall specify the requirements for post-certification supervision in accordance with the principle of classified management on enterprises, and strengthen risk management by means of intensified post-certification sampling and testing to ensure the effectiveness of certification.
The 2020 Implementation Rules clearly define the regulatory responsibilities of the government, and will improve the clear, fair, transparent, simple and efficient system of in-process and post-process supervision to form a coordinated regulatory structure in which market self-discipline, government supervision and social supervision are supported by each other.
- Be prudent and tolerant of new materials and technologies, and set up a green channel to encourage technological innovation.
The 2020 Implementation Rules read an in-depth study of the technical dynamics of the automobile industry and the development trend of regulations and standards. CNCA will carry out inclusive and prudent supervision on automobiles using new technologies, new processes and new materials, and set up a green channel with a certificate. Under the condition of meeting compulsory standards, if an enterprise is unable to make use of the existing testing method standards for testing, the certification body can directly issue the certificate after the enterprise passes the evaluation, and encourage and support the enterprise to carry out product and technical innovation.
- Deepen coordination between management systems and improve the user-friendliness of the CCC certification system.
The parameter requirements of public security authorities for new energy vehicles will be included in the conformity certificate to facilitate vehicle registration.
The statistical method of vehicle types will be refined to aid enterprises with certificates in obtaining the “automobile and motorcycle export examination and approval” qualification from commerce authorities.
In terms of system design, the 2020 Implementation Rules optimize the institutional connection with authorities, like those related to ecological environment, for joint product inspection; integrate the information reported by public security authorities into product quality information, and promote the sharing of supervision results and information.
- Promote the alignment of the certification system with international standards and support the automobile industry to “go global”.
The 2020 Implementation Rules make it clear that certification bodies should issue electronic CCC certificates in accordance with laws and regulations such as the Electronic Signature Law of the People’s Republic of China. This measure will facilitate enterprises to quickly provide effective certificates for law enforcement inspection, import verification and other links. It is also a typical measure for the internationalization of automotive CCC certification.
